For technical issues I haven’t been able to connect to ARC for a month or so. I was finally able to do it yesterday. But now the “recently added” album list is like stuck where I left it 1 month ago both for Tidal and for my own files. I have made additions & changes to both that don’t appear in the list. If I go to “albums” everything is there, though

It can take a while for ARC’s “recently added” list to update even when adding a few new albums.
I recommend quitting the app when you are on your home WiFi, restarting it, and waiting for a while.
If you are impatient (I’ve been), you can always “Disconnect” from your server (gear icon, scroll to the bottom) then reconnect. That can be quicker. If you have downloads, though, it might delete those (I don’t use that feature very often, so I can’t be sure).
Diagnostics indicate that ARC might have failed to sync with RoonServer recently.
If you hadn’t synced ARC for your RoonServer for some time, even on WiFi, then the efficient but heavy-handed step would be a full reinstall of the app as suggested above. This will unfortunately delete any locally downloaded music, but it will guarantee any stale data in the cache and any authentication failures are fully refreshed.
On a side note, Movistar is rolling out CG-NAT across their accounts, anecdotally. It might be worth moving to Tailscale if you have been experiencing issues with port forwarding.
