without using a VPN, the IPv6 connection attempt was refused, and the IPv4 connection attempt timed out

This indicates a blockage upstream of RoonServer and at the level of your service provider. Who is your ISP?

If you’ve been relying on a VPN (other than Tailscale) for ARC to work, then it would be more fruitful to post in Tinkering.
