It looks like iOS devices are still limited to control functions only in 1.3.
That is, we cannot listed to Roon output from an iOS device through headphones. Right? Is there any plan to add this capability in a future release?

Not presently. There’s quite a long standing feature request about this that’s worth a read:
iOS device - iPhone, iPad etc. as an audio playback device
The update will be posted in the tread in the last link, if it changes.
