@Rugby testing of tracks not in his library indicates waveforms do appear for tracks not in one’s library, albeit it’s taking some time for the waveform to appear.

The time it takes a waveform to appear seems to be a factor of both track resolution and length.

24/96 4 minute song 1:20
24/192 4 minute song Song ended before Waveform populated.

None of my test cases for streaming waveform were IN my library, very specifically. I should have mentioned.
