Backup restore fails on MacBook Pro with "Error loading folder. Unauthorized" (ref#LY09XP)

I have tried multiple times to move Roon Server from my iMac to a MacBook Pro following the instructions at https://help.roonlabs.com/portal/en/kb/articles/migration#Preparation

All goes well until I try to restore my backup on a flash drive. I also put a copy of the backup the Fantom 10-TB drive that holds most of my music (I have some Qobuz favorites, but most of my music is local). At this point, Roon will not recognize the flash drive, nor will it recognize the Fantom drive. I get the error message "Error loading folder. Unauthorized" for both locations.

I've checked permissions on the Mac and both locations are authorized for all users. Both drives are mounted on the desktop and I can see the contents. Only Roon cannot access them.

Am I missing something?

Motorola MG7700 modem/router connected to 2019 27" iMac 3.7 GHz Intel I5 processor; 48 GB RAM.

2021 14" MacBook Pro, M1 processor; 16 GB RAM. The MacBook Pro is not hard-wired to the modem during setup. My plan is to connect it directly once I'm sure that Roon will work on it. I plan to eliminate the iMac once Roon is up and running on the MacBook Pro

There was another place to check for permissions to access external drives on the Mac–in Settings>Privacy & Security>[Application]. I found that info buried in an older thread and it solved the problem.
