The point is in the title. Like for me in one house no Internet wifi, I have to use 5G and Personal Hotspot from iPhone to MB Air. And Roon works on the server but can’t be found by Remotes for remote control.

This isn’t a limitation of Roon, but one of the specific networking arrangements – a scenario Roon wasn’t intended for.
Quite simply, your mobile device, which you’ve set up as an Internet gateway, is not capable of routing local (hotspot) network traffic. Therefore, Roon server is unable to discover endpoints using the same wireless network.
Got it. Not a bug, but a feature… resulting from the way Personal Hotspots are designed.
