Describe your network setup
Everything on that end is fine just can't bring up the ROON playlist and all my music because it won't let me remove it of my laptop that is broken and won't turn on. So I can't install it on my new laptop
I think there are two issues that might be at play. First of all, as part of the install process and authorization of your Roon account on your new computer, Roon will give you the option to unauthorize your old computer. This does not require the old computer to be on or working as it’s done on the Roon Labs cloud.
Secondly, when you install Roon on the new computer, it actually installs two programs, the Roon server and the Roon client. I’m not sure why the total install of both did not work as it should, but it seems as though Roon server is running on the new computer and needs to be closed for a reinstall of Roon.
Go to the lower right corner of your screen and right click on Roon and Quit the Roon server program. If it’s minimized, you may need to click the little up arrow first.
