(1) I just bought your nucleus one. which software do I want for my iPAD? roon or roon remote legacy? I downloaded noon (i believe) and cant see any folders on my iPAD? (2) i guess there is no music download with roon, you have to buy a tidal subscription too? (3) for my purchased music on my iPAD how do I see it? I see no folders?

iPAD connected to netgear switch. nucleus one connected to switch, mcintosh MDA200 connected to nucleus one. switch connected to Starlink router
Roon is ok. (Legacy is for, well, legacy Roon versions)
You can store local music on the Nucleus if you install a second disk or plug in an external USB disk. It can also connect to external storage over the network, if you have music files on another computer/NAS.
If you don’t have local music files, then yes, you need a Tidal or Qobuz subscription.

You are correct in that you can’t directly purchase music within Roon. Think of it as the brain for managing your music - both your local music, as well as your music tied to your streaming service - right now we can integrate with TIDAL, Qobuz, and KKBOX.
You can navigate to your Roon Settings > Storage to add your folder which contains any local files. Depending on where your local files live, you may need to connect to it over your network.
