May be I’ve not following ARC lately but wondering is ARC decoded natively in the phone app or in the Roon core?

No and no, MQA is only past through you need a full renderer decoding DAC currently for ARC. May change if they get DSP working. Radio is just completely absent from ARC not been mentioned at all from what I have seen but may have missed it.
