Yes. I am seeing the same thing. For example, Eliza Gilkyson: Secularia. Listed as FLAC 88.2/24 but playing at 44.1/16.

I noticed the same thing on the Radiohead OK Computer OKNOTOK high res. Will only play in CD quality.
I checked the one you mentioned, only plays CD quality on my system too.
