When I choose a track from Tidal the graphic give me a flat line , but when it’s a track from my music server the graphic is moving Up and Down ?

This is correct behaviour. When Roon performs audio analysis of your local library it captures waveform data which is why you see the graphic. This isn’t possible for streaming media.
