When I select my RS250A as the output device can Roon change the input on my amp (Yamaha RN803) which the RS250A is connected to?

No, Roon itself cannot change the input on your Yamaha R-N803 automatically just because you select the RS250A as the output device.
When you select your HiFi Rose RS250A as the output, Roon sends audio to that device over the network or USB, but that’s the extent of the control.

When using Roon Ready (Roon Advanced Audio Transport, RAAT), Roon only has a control layer with the connected device/Zone (in this case, the Hifi Rose). That control layer doesn’t extend to hardware connected to the HiFi Rose. Please see here for more:
