I would like to have the same ability to arrange tracks on the iPhone app as I do on my PC and iPad. Bar does not exist above tracks on iPhone as it does on other devices

You can rearrange the order of the playlist on that screen. Simply drag the track to the desired position by touching and holding the six-dot icon at the left of each track.
The scrollbar isn’t displayed, but it’s not needed. You can scroll up and down regardless, using gestures.
Not so much for permanent rearrangement but for different reorganization of tracks quickly. I understand what you are saying. I’m looking for the ability to change between the artists alphabetical listing to maybe all tracks or albums or date added as in the other interfaces on pc or iPad. I don’t think it would be present any of them if it wasn’t needed or useful. Rearranging a 500+ track playlist quickly could be simplified with this ability.
So, you’re referring to the filters on each column. This isn’t clear from your OP, so would be a request in Feature Suggestions. However, since both iPhone and iPad use the same app binary, I believe there was a design decision to exclude such functionality on small displays.
