IMO of course 
i browse by album or artist so always have to press the ‘more’ button while it is perfectly clear that the menu can scroll when expanded.
Or maybe a custom order? I don’t use the first four options for example.
I feel exactly the same. I only use about half, and most are in the expanded section.
I don’t understand the design decision at all.
Custom would be preferable. Or a separate favourites drop down or something.
But at the minimum just let us see the whole thing by default.
