Does anybody know if it’s possible to get a shell prompt on my Intel NUC running ROCK?
If so how? And what would be the format command to format my USB drive.

No. There are no login accounts. There is also no way to format a disk attached to ROCK (except the internal music drive, if you have one). You need to do this on another computer.
If you want something like this, you need to run some kind of Linux with Roon Server. Happy Cinco de Mayo though!
