Is the new 1.3 upsampling from HQPlayer developer or a different product altogether?

I’m wondering what the differences are from HQPlayer and the newly promised upsampling feature in 1.3.

Are they developed by the same team or is one replacing or suplmented by the other.

My apologies if this was covered somewhere explicitly elsewhere…if not best addressed here please move it to place it in the best location.

Jussi (HQP) has said elsewhere that the 1.3 upsampling isn’t his. He doesn’t know anything about it.
You can still use HQP and it’s upsampling to send your signal to Roon if you prefer that method.
