Nuwiry Nienkirchen informed me the library scan frequency options are only available for network drives. If I recall, when I added a local drive in Settings->Storage Locations, that setup dialog had the scan frequency dropdown, only to disappear once the local drive was added.
Please consider keeping the scan frequency for local drives.
