Roon ARC Connectivity (CGNAT) It appears that your internet connection is currently behind CGNAT (Carrier-Grade NAT). This means your ISP is sharing a single public IP address among multiple customers, which prevents Roon ARC from establishing a direct connection to your Core.
To resolve this, you have two options:
Option A (Recommended): Contact your ISP and request a static public IP address. (Many ISPs offer this for a small monthly fee).

2. Local Audio Devices Regarding your local audio zones, the diagnostics did not provide enough information for us to pinpoint the issue.
Screenshots: Could you please share a screenshot of your Settings > Audio tab?
Details: What specific audio devices are connected to your Windows machine?
Drivers: Do you have any proprietary audio drivers or software installed (such as ASIO drivers, Nahimic, or specific manufacturer control panels) that might be taking exclusive control of the audio device?
