It does not have ssd disk but would it still be ok for using as a Roon core? I only use Roon with Qobuz/streaming.

It should work. But my guess is that the system will be slow. I have an old 2014 Mac mini with a hard disk. It was slow as hell until I connected an external SSD to it. It became much faster running from there. Never tried Roon on it though.
Depending on how inclined you are to do some DIY, you can replace the spinning drive with an SSD in a 2012 Mac mini.
I’ve done similar on my later Mac mini.
It’s not easy - and you do need a couple of special tools. You can likely find a “kit” that includes the tools.
My question was more if having an SSD disk matters when I will only connect Qobuz to Roon. I don’t have any offline files I need to stream.
It matters. You’ll be using Roons local database with or without local music, and access to this database needs to be made as fast as possible for a good experience.
I highly recommend you look into putting in a SSD. I have a 2014 Mac mini and it brought it to life with an SSD. Roon was pretty much unusable with an HDD.
