Yes. When you start Roon on the new machine for the first time, it will give you the option to immediately restore from a backup. Just don’t do it and log in. Then it will tell you that your license is connected to the other server and give you the option to transfer it to the new one. Simply confirm.

Welcome to the community! Yes, you can migrate this without restoring a backup from the old machine.
When you open Roon on the new Mac mini for the first time, just skip the backup restore prompt and log in. Roon should then see that your license is attached to the old Roon Server and offer to transfer it to the new one.
In most cases, you do not need to deactivate anything on the iMac first. If the old Roon Server is still available, it is best to leave it alone until the new machine is up and running and you have confirmed everything looks right there.
If you run into anything unexpected during that first launch, let us know exactly what Roon shows, and we can take it from there.

Some users maintain multiple servers with separate libraries and switch which one is activated/deactivated as they move between locations.
You can simply point the clean install of Roon (the new database you’ve created) at the same library location and allow it to scan your files. This will effectively recreate the DB, minus your play history, services, Zones, and settings customizations.
