The dongle is connected to a RPi 5 running RoPieee. Everything is updated to latest version.
This is the spec sheet for the dongle. Says it supports native DSD decoding:
Linux supports DoP. To run DSD native, the version of linux the device is connected to has to be patched for that specific device. You might want contact RoPieee to see if that device has been patched into it’s Linux kernel.

I do see native DSD support on one of my other USB dongles, an iFi Go, plugged into the same port on the same device.
I have filed a bug with RoPieee and will update this thread as possible.

Rugby has pointed you in the exact right direction here.
To clarify how this works: RoPieee is a third-party project managed by an independent developer in a separate category of our community. Roon Server simply queries the endpoint (the Pi running RoPieee) for its capabilities. If the Linux kernel within RoPieee does not specifically report that “Native DSD” is available for your HiBy FC4, Roon Server will not offer it as an option.
As Rugby mentioned, Native DSD on Linux often requires specific kernel patches for each device.
Next Steps: I recommend posting this request directly in the RoPieee category so the developer (spockfish) can see it. He is very active and can confirm if a patch for the HiBy FC4 can be added.
