@CrystalGipsy is right about the issue with Ethernet and the Pi3. You want to use a Pi 4 if you’re using Ethernet. The Pi3 has both Ethernet and USB on the same bus, so they can (and do) interfere with each other. The Pi3 works pretty well with WiFi, though.
