No, it is likely a firewall or anti-vir/malware issue.
And, are you sure you have “allowed” Roon on the lappy to communicate through the firewall in your current state? (Private, Public, Corporate)
It will be windows firewall causing it most likely .Make exceptions for Roon.exe and RAATServer.exe.
And also make sure your network settings on the laptop are set to Private.
