I am running Roon on a windows PC and have a roon app installed on my Android phone. I am able to play music on Roon using the phone AND the core is not running on my PC. This isn’t supposed to be possible, so how is this happening?

I think you may be confusing Roon Server (running in the background on your PC with the Roon [Remote] App (the GUI) that is started and stopped on your PC as required.
