Quick Volume Leveling question

Roon’s volume levelling knowledge base entry states that the target volume level is -23 LUFS. I gather that, at some stage, the option to change this was introduced. Why is the default set at -14 LUFS?

So it seems that at least the help page once stated -23 default, and the same page now states -14
