Scrolling albums in Tag view still sucks (iPad 12.9 Pro). Very jerky. This has been a bugbear for a long time now and I’m disappointed that apparent scrolling improvements don’t fix this longstanding issue.

Well, they have sorted it in Albums and Artist views as well as compositions.
So, any year now! 
Yes if the Tags are displayed in Album View scrolling is fine.

For me its not just in tag view, its once things get complicated - long lists of any kind are sadly four letter anglo-axon bad - embarrassingly so I imagine if you’re a Roon dev. Reverse (upward) scrolling is worse than forward scrolling. And no, I’m not accidentally moving my finger side to side as I do it, which was a previous (and ludicrous from a user’s perspective) “victim blaming” explanation communicated by Roon when tying down one of the bugs associated with the problem.
Classic place to demonstrate it for me is going into any oft-recorded song (click on the disc icon next to the song) which for some of the jazz standards can be in the thousands (just tried “love for sale” with 2708 versions showing up for me - local library plus Qobuz).
It’s been a problem for a couple of years at least now and I know has been attempted before (hence the victim blaming comment), but the outcome I remember was never great for iPad. Assorted pro, air and standard iPad models (used in vertical orientation) and under all iPadOS versions for the last couple of years exhibited the problem here. Not an issue on iPhone or Mac desktop app. I just gave up any hope a long time ago as clearly it appeared beyond the will of anyone to fix
