· I use my ISP's router alongside a personal router.
· ARC is *Not Ready*
· The ARC settings page says "Not Ready," but I can still connect to ARC via cellular data. I'm having another problem.

Are you using Tailscale or another VPN to provide remote access to your Roon Server (or your home network in general)?
If so, the ARC status in Roon → Settings → Roon ARC stating ‘Not Ready’ is irrelevant because this only pertains to port forwarding setups (either using automatic port forwarding with uPnP or manual port forwarding) and can be completely ignored.
