When you are unable to see the audio device under Settings > Audio, have you then tried restarting the Roon Server instead of the Roon client in Windows?

I have been experiencing something similar. I run a dual boot with both Windows and Linux. If I listen to music in Linux and then reboot to Windows, my audio device will be gone. But it can also happen if I have been listening to music in Windows and I then reboot into Linux.
In both cases, restarting the Roon Server immediately fixes the issues.

Even though our cases differ slightly, I think there is a chance they are related. I’m not super familiar with how Roon does it’s network discovery but my guess is that it’s not correctly refreshing the audio devices due to some sort of caching.
