When an album, typically classical, Roon does not number the track, nor play the track. This is not just the first track of the album, but any track that has other performances noted. Why is this happening, is there a setting?

What is the problem? From your screenshot I can see that Roon is playing the first part (track 1 Allegro… Quasi improvisando) of a multi-part composition (Cello Concerto in B minor, B. 191 (Op. 104) the first and unnumbered entry in the track list). So it’s playing. Nothing unexpected to see here.
Further down there should show-up a second multi-part composition Cello Concerto No. 1 in C major, H. 7b/1 again unnumbered. The numbers are track numbers. A multi-part composition doesn’t have a number because it consists of multiple parts - which usually correspond to the actual tracks. 4 Moderato - 5 Adagio - 6 Allegro Molto
