My Roon Nucleus One does not restart automatically after a power failure.

Thanks for reaching out. Yes, this is expected behavior with the BIOS defaults. There might be a way to change this setting in the BIOS, but please keep in mind that sudden power failures can cause a corrupt database on the Nucleus if the Nucleus does not have time to finish writing the data to the library. If you live in an area with often power outages, please consider adding a UPS power supply to prevent the Nucleus from experiencing an improper shutdown.
