if you think it could be a plausible solution to my problem I can try to uninstall Roon (Server + Client) and reinstall it again with the new version.
At the moment I have the evaluation licence but Roon works so well (apart from this small problem, which as a software engineer I know can happen), that I will happily continue using it.
If I do this procedure can I encounter other problems?

The issue may be related to technical maintenance on our servers.
Please try rebooting all Roon-related devices and check for available updates via the About page.

I tried restarting the NUC (OS Window, I forgot to specify it sorry) as you suggested, but the situation did not change unfortunately.
The Roon Server does not seem to have started correctly.
Clients do not see it
Since you are using a Windows PC, I would verify that both Roon.exe and RAATServer.exe have been added as exceptions to your Windows firewall.
You can use these instructions to add the exceptions and the executables themselves would be located in your Database Location/Application folder path.
I would also add these exceptions to any Antivirus or other Firewall blocking applications you may have and ensure that you connected to your network via a Private network, not a Public one, see this guide for more information.
I did the checks you asked for:
Both tasks (Roon.exe and RAATServer.exe) were enabled on both the Windows Firewall and Bitdefenfer Firewall.
So this was not the cause of the problem that prevented Roon Server from starting.
I tried (even though I don’t like doing this) to make my Network Private.
I restarted the NUC.
Even this modification did not have the desired result unfortunately.
I reset my network configuration to Public and uninstalled and reinstalled Roon with the installer I had.
I did the version upgrade again.
Now it seems to be working properly.
I don’t know what happened but: all’s well that ends well
