when i shuffle my tracks the Queue reads “5038 tracks remaining”
this causes me to conclude that Roon doesn’t use whole library the it shuffles?

It uses the whole library, but only adds around 500 tracks each time you shuffle. Basically 5000 tracks randomly chosen from the library.
