You are running Build 259 of RoonOS (The ROCK operating system).
The version that supports Tailscale is version 271. There are two possible reasons why you are not running build 271:
You have not updated your Roon Server in the last 2 or 3 months - if this is the only reason, then clicking on ‘Reinstall’ should update the RoonOs build to 271.
You have installed ROCK on a BIOS boot system (The more modern boot system is UEFI boot). Unfortunately, BIOS boot ROCK installs will not update to a version of RoonOS more recent than build 259.
In the second case, it may be possible to change the BIOS on the NUC to use UEFI boot. However, you cannot convert the current RoonOS installation to work with a UEFI boot. Thus, If you want to change to use UEFI boot (and thus the latest build of RoonOS), you have to change the BIOS and fully reinstall ROCK using the installation image.
If your NUC does not support UEFI boot, then you will not be able to use Tailscale on the ROCK Roon Server itself.

Based on diagnostics, your model of NUC should support UEFI Boot. Please refer to the solution @Wade_Oram posted above and update to the 271 build of RoonOS to access the Tailscale interface.
Alternatively, you will need to set up Tailscale independently on a subnet router on another machine. See here for additional instructions.
