In my setup Arc works with port forwarding and without Tailscale. How resource intensive is Tailscale and is there a way to disable it?

I would expect that it doesn’t run at all if you don’t sign in. It’s not difficult to start and stop system services on Linux variants.
However, as we can’t look at the insides of RoonOS, no user can tell you for sure here in Roon Software Discussion. You’d have to ask Roon Labs, so this means Support.
(In the unlikely case that it does always run, its resource usage would be very small if it’s not actually in use and doing something)
