What is the OS of the PC trying to access ROCK.
Also, is the PC on the same subnet as the ROCK PC? I ask because your DNS server is on a different network (192.168.16) that the ROCK PC (172.17.10).
Installed the Rock OS on a NUC13ANHi7 NUC 13 Pro with a 500GB SSD. I can connect to the web GUI, but I can’t access the SMB share. I’m on a Windows 10 PC that is part of an Active Directory Domain and can access computer and file shares as well as the shared on our Synology NAS, so I know firewall and SMB on my computer are not the issue.
I clicked on the Rock’s OS Reinstall button and am running Version 2.1 (build 271) production.
The Rock has a DHCP address of 172.17.10.124 and I tried the following:

Do you have SMBv1 enabled for your Windows PC?
Yes, I’m on the same subnet (172.17.10.0/24) and I’m running Windows 10. I wish I could add a second screenshot, but I tried all those different permutations of access the SMB share via IP address, though is should be case insensitive and not make a difference.
Did you verify you had SMBv1 enabled?
If that didn’t help then you can try this.
In Windows 10 Pro:
Within the run box, type “gpedit.msc”Within the local Group Policy Editor, select “Administrative Templates”
Select “Network”
Select ”Lanman Workstation”
Double click “Enable Insecure guest logons” option
Tick the “Enable” option
Select OK
