Welcome to the Roon Community. Thanks for writing in to let us know about this issue. Before we will be able to begin troubleshooting we need some more information about the specifics of your issue. What device are you connecting your headphones to? What does the refused connection look like? Are there any error messages?
Once you have supplied us more information to go off of we will begin the troubleshooting process.
You need to put a bluetooth transmitter on a Roon endpoint (either on a remote endpoint or at the Roon server). See this thread:
