Please try to restart your network setup by unplugging, waiting 30 seconds and then replugging in your networking gear.

On my home network, I am ale to connect to my Roon server with the iPhone remote, but not from the Macbook remote after I restarted ROCK. IT shows "this MAc" as a server and sometimes shows ROCK "connecting" but fails to connect and stops showing ROCK

Rock is connected via ethernet to the router (and it used to work fine before I restarted Rock. All remotes are using Wifi.
Since you’re running macOS, the behavior you’re seeing is consistent with the newer, stricter Local Network permission controls in the recent macOS releases.
Please try the following steps:
Open macOS System Settings → Privacy & Security → Local Network
Make sure Roon and Roon Server are both enabled
Even if they are already enabled, please toggle them off and back on
Fully quit Roon Server from the macOS menu bar / task bar
Reboot your Mac
After reboot, launch Roon again and check if the devices is avaliable again.
Once these permissions are refreshed and the system restarted, your audio devices should reappear.
Please let us know if the issue persists after these steps, and we’ll continue from there.
I followed the steps as requested. Unfortunately I still have the same behavior: as soon as I launch Roon, it detects the NUC running Rock but fails to connect, then removes the NUC from the list and only shows This Mac. When I click on configure roon OS devices, it opens a browser at http://100.90.115.98/ which is not on my network
Try going to the web admin interface and click the Reinstall button there. This will update everything in ROCK without needing to connect to it in the Roon app. (It will not touch your database and so it’s safe).
I believe @Suedkiez is spot on correct with the above reply - it now looks like your ROCK is running the latest version of Roon Server, are you able to now connect?
It’s ok, I fixed the problem which was linked to the Mac not removing an old roon entry in privacy and security nlocal network settings; I uninstalled roon, reboot and the corrupt entry was gone and then reinstalled roon. It detected the NUC Rock immediately and connected to it.
