How do you know? Your Windows machine may be fine, but …
… if Roon OS isn’t displaying a DNS server, it may have an issue, that is affecting performance–although I vaguely recall @danny saying that Roon OS does include a hard-coded fallback DNS server.

Same. I think this must be the case because nothing at all would probably be working if ROCK didn’t know any DNS server

After removing unnecessary files, have you performed a restart of the Roon server?
Could you confirm that you get your codecs file directly from here :

yes to both, all probs with codecs and DNS are solved
