There's an issue with your Roon Server

Unifi Kit : Router, Switch, and Wi-Fi

Uninstall and reinstall ARC. (You will lose all ARC downloads).

This happens sometimes and one known cause is restoring a backup on the Roon server or changing to a different Roon server. But I suppose there can be other causes as well.

thanks for getting back to me. roon arc came back from the dead on it’s own. good news i suppose but i would prefer to find the bug.
