I cannot get ARC to link with Roon Core

Mac mini running Roon. Eero 6 router. iPhone X

I have attempted port forwarding and firewall rules in the Eero router and nothing makes it work

Thanks for writing in to let us know about this issue. Have you tried setting up tailscale? https://help.roonlabs.com/portal/en/kb/articles/arc-and-tailscale-connect-to-roonserver-without-port-forwarding This has helped a lot of users in your situation.
