I am very new to Roon and still finding my way around
Does the latest version of Roon allow upsampling ? I seem to remember reading that the new version now includes a DSP but would like to confirm that
If so, is it possible to upsample wav files?

Yes to both questions. Settings, Audio click on the gears to the right of the zone and select DSP Engine.
