Elementary but Volume Leveling does not show.
In “settings” I am trying “Audio” and “device setup”.
But “Volume Leveling” options do not show up although there are other options displayed!
I spent hours searching.

Look in zone settings (not device settings).
See the speaker icon at bottom right, click on that, click on the gears icon to get at zone settings.
Then you should find Volume Levelling under the section labelled Zone Options.
As you suspected I was loocking in Device settings when Zone Options is the right place.
