Windows 11 Smart App Control blocking DLL files in Roon 2.71 Build 1680 [Ticket In]

· Windows 11 Smart App Control is repeatedly blocking multiple DLL files included with Roon 2.71 Build 1680. This prevents Roon and RAATServer components from operating correctly.

Tell us about your home network

The blocks are recorded as Event ID 3077.

The following files are being blocked:

  • RoonServer\Application\207101680\RAATServer.dll

  • Roon\Application\207101680\RAATServer.dll

  • Roon\Application\207101680\Roon.Core.OrderedCache.dll

  • RoonServer\Application\207101680\Roon.Broker.Api.Remote.dll

PowerShell’s Get-AuthenticodeSignature reports “NotSigned” with no signer certificate for all four DLL files.

The main RAATServer.exe executable is correctly signed, with a valid signature from:

Thanks for the report as well. Before we go further, could you let us know:

  • Whether the issue happens on a fresh reinstall of Roon, or only after an update to 2.71 Build 1680? Was the previous build ok?
  • Did this happen right after the update?
  • Which AV software are you using specifically?
  • Whether Windows Defender or any other security software is also flagging those same DLLs
  • Whether the files are still present on disk after the block, or if Windows is removing them

If you can, please also attach a screenshot of the Event ID 3077 entry from Windows Security. That should help us see exactly what Smart App Control is objecting to.

Thanks for the details. That error is coming from Windows or your security software, not from Roon: something on the machine is set to block unsigned or newly seen executables, and it caught Roon.Client.Desktop.bindings.dll because that file is new, it came in with your last update. This isn’t a sign of anything wrong with Roon, it’s a false positive from an Application Control policy.

To get past it, could you please check the following:

If this is a personal laptop: open Windows Security > App & browser control > Smart App Control, and check whether it’s turned on. If it is, you’ll need to either add an exception for the Roon folder or turn Smart App Control off to let Roon run.

If this ThinkPad is managed by your employer, or came with pre-installed corporate security software (worth double-checking given how new it is): the policy blocking the file may be centrally managed, in which case only your IT department can add Roon to the allowed list.

Please let us know which of these applies and how it goes, we’re happy to help further once we know what’s blocking it on your end.

Thank you again for your thorough response.

This looks like a signing gap with Roon’s dependencies that we’ll need to investigate internally, but a few items before we troubleshoot further.

Antivirus exclusions will not help. Smart App Control operates separately from Defender’s virus scanning, so adding Roon to an exclusion list has no effect on it.

Smart App Control has no per-app exception list. There is currently no supported way to allow Roon while leaving the feature enabled.

The workaround is to turn it off: Windows Security > App & browser control > Smart App Control settings > Off. This used to be a one-way change, but recent Windows 11 updates added the ability to switch it back on later without reinstalling. Worth confirming that option is present on your build before you decide.

To let us escalate this properly, please share three items at your convenience:

  1. A screenshot of the Smart App Control settings page as it currently reads.

  2. An export of the full Code Integrity log from which you just shared a snapshot: Event Viewer > Applications and Services Logs > Microsoft > Windows > CodeIntegrity > Operational, then right-click the log and choose Save All Events As (.evtx). The two files in your post are unlikely to be the only ones being blocked.

  3. When, approximately, did you turn on Smart App Control?

· after update i can not listen to music anymore, local and tidal files appear but when played not playing, small ball next to play button is greyed out, roon sees my kef speakers but sends nothing to it, does also not play when i put the ipad as output

Thank you for your post. Diagnostics indicate that Windows Smart App Control is blocking some of Roon’s dependencies and preventing Roon from communicating with local endpoints.

As a note to users, please do note disable Smart App Control simply to restore Roon access, as you cannot restore SAC without reinstalling Windows completely. This is not simply a toggle. Microsoft documents that SAC cannot be re-enabled without resetting or reinstalling Windows

We want to flag an earlier omission we have since correct concerning this issue and a proposed workaround. Disabling SAC will resolve this, but we do not recommend users take this step, as SAC cannot be enabled again without resetting or reinstalling Windows completely.

Just to repeat for clarity: there is no way to re-enable Smart App Control after disabling it unless you reinstall/reset Windows 11.

The team has an urgent ticket and we have senior development working on this issue. We anticipate that Roon will have a resolution on our side soon that does not require users to make any Windows-side changes.
