It could be on purpose. When we lived in Bulgaria, a lot of the houses had radiators that were hung on a similar angle, particularly ones that tended to be unoccupied during the winter months - difficult to fully drain them if they’re hung level.
That’s an interestinngly different perspective - cheaper, but more hassle than a frost 'stat… I lived in Austria for a while, their minimum thermostat setting for winter seems to be 23°C When we first arrived in our apartment at the end of October, our landlord had put the heating on for our arrival - I could have walked around in a pair of budgie smugglers and still been too hot
A lot of central heating systems in Bulgaria are run off wood burning stoves, though some do have pellet feeders. At best though, these will only run for a few days - certainly not the whole winter - so a full winterisation is the only option: radiators drained, anti-freeze in the toilet, showers disconnected, washing machine and dishwasher drained, and so on.
When we lived there, we just had stoves - no central heating. We tried to keep the main stove simmering along overnight, but I got up one morning and it was 1°C in our lounge, and -23°C outside. Our fridge was warmer that the house (4°C) and the freezer was warmer than the garden (-18°C). That was a cold winter
Eesh, reminds me of the time my boiler heat exchanger failed in one of the coldest winters in the UK two days before Christmas - the heating was already off due to my refurbishment work on the house. Slept each night wearing a hat inside a 4 season sleeping bag under a 13.5 TOG duvet. Then I had no hot water… In retrospect, given that I lived alone at the time, I should have just skipped the shower for a few days! It’s funny how many of us take things like hot water and central heating for granted these days, while for others it was/still is very much a luxury.
Relatedly, I had an apartment in an older building in NYC. The heat was centrally provided steam heat, via pipes to radiators in each apartment. The radiators were setup with one end slightly elevated (by maybe an inch). This was because when the steam turned to water droplets inside the radiator, the water needed to drain back down the steam pipe feeding the radiator. The slight tilt allowed this to happen properly. Keep in mind that this was a 100 year old building and the radiators looked about as old (but really cool looking).
maybe it was an accordion…might also account for the vertical inclination too.
