I believe that they are motivated to address user issues – but they have a lot of work in their feature and bugfix queues, so they won’t prioritize fixing this problem until and unless it becomes clear to them both that is is a problem and that a lot of users want this fix.
This multi-part stickiness a consistent source of annoyance to me, annoyance which rises higher toward incandescent rage the more often I’m surprised by it, but my personal level of irritation isn’t sufficient to get this work scheduled. What I believe can help is if the count of users voting for my feature suggestion above keeps rising, and rises into large numbers.
