Not being aware of this feature suggestion, I made a similar suggestion back in February.
My suggestion appears to have a lot in common with this one but, maybe, does not go so far being primarily a response to people requesting ‘ARC for desktop (Mac/Windows)’ so that they can avoid managing two servers and keeping them in sync. Consequently I did not explicitely go as far as suggesting a way of managing local library content from the remote site.
I don’t want to vote for this suggestion (as it is not a feature that is particularly important to me and I have already voted for my own suggestion) but I think that either of the solutions is much better than ARC for desktop. However, I have added a
