macOS 13.6… virgin, fresh os install on an intel mac. Downloaded Roon 2.0 Build 1321 from here.
Dragged Roon to Apps folder. Made sure all network connections incoming and outgoing are allowed to Roon, RoonServer, and RoonAppliance. All apps have full disk access too.
I’m stuck at:
RoonServer Status: Started
then
RoonServer Status: Error
then
RoonServer Status: Not Responding
Check please! Table 1. 
(btw, roonserver connects from another mac without problems so it isn’t a router issue… it seems to be a localized issue on this mac.)
