Situation hasn’t changed with iOS local playback. Roon doesn’t support it in 1.3.

Not presently. There’s quite a long standing feature request about this that’s worth a read:
iOS device - iPhone, iPad etc. as an audio playback device
The update will be posted in the tread in the last link, if it changes.
