Ability to hover over an icon to get a preview of its function

Is there a way to enable the ability to hover over an icon to get a preview of its function?

I notice that this feature is available for some icons in the player section such as the Previous, Play, and Next buttons, Favorite or Ban This Track button, etc. but not available when I’m in the Artist or other menu sections. I’ve become familiar with how to navigate the software but when I let others try, it becomes more confusing. A preview pop-up would be helpful.
