Seriously, though, I love mysteries like this. I remember the riddle of the Antikythera mechanism (now solved) from when I was a kid.

Adam Savage sometimes posts unusual tools, and asks people to ID them, and the Library of Congress posts stuff to their Flickr account, asking for info about people, places and things that show up in photos from their archive.

This is the most likely explanation that I’ve come across…
